THE GUARDIAN (GB): China will train thousands of foreign law enforcement officers so as to see the world order “develop in a more fair, reasonable and efficient direction”, its minister for public security has said. “We will [also] send police consultants to countries in need to conduct training to help them quickly and effectively improve their law enforcement capabilities,” minister Wang Xiaohong told an annual global security forum. Some human rights groups have raised concerns that recent training programs for African police officers introduce Communist party-style authoritarian tactics, and are heavily focused on protecting Chinese commercial interests in those countries – often connected to China’s state-run foreign investment program, the belt and road initiative.
THE TIMES OF ISRAEL: Hamas is no longer an organized military force in the Gaza Strip after Israel’s 11-month ongoing military campaign, sparked by the terror group’s October 7 massacre, Defense Minister Yoav Gallant told foreign journalists on Monday. Later Tuesday, meanwhile, Gallant told troops that the IDF was shifting its focus from Gaza to the northern front, and that they should prepare for a ground offensive there.
AL-AHRAM (EGYPT): The Biden administration continues to be trapped in the contradictions of supporting Israel militarily while also trying to promote its own interests in the Middle East. The US administration has promised over the last few days to elaborate a new proposal to be sent to Israel and Hamas in an attempt to overcome the obstacles to reaching a ceasefire and hostage deal in Gaza. The much-awaited new proposal would be on a take it or leave it basis, which means that if either side, whether Israel or Hamas, rejects it, the Gaza war, and as a corollary other fronts in the Middle East and the Red Sea, would remain trapped in a vicious circle of violence with the attendant risk of escalation. For the last three months, the Biden administration has been caught between its interest in de-escalating the situation in the Middle East through a ceasefire deal in Gaza and an obstinate Israeli prime minister, Benjamin Netanyahu, who is not interested in bringing this unjust war to an end. Permanent war on various fronts suits him and his governing coalition. The dilemma of the Biden administration is how to reconcile its policy of supporting Israel militarily in the name of the false principle of enabling it to “defend itself” and its larger interests in the Middle East. Its position is all the weaker owing to the election cycle in the United States.
THE WALL STREET JOURNAL (USA): A House committee has released a report on the Biden Administration’s Afghanistan withdrawal in 2021, and the press is dismissing the effort as partisan. But credit to GOP Rep. Michael McCaul for adding to public knowledge about a debacle whose consequences continue to harm U.S. security and bear on the stakes in November’s election. The House Foreign Affairs Committee report is a 350-page indictment of President Biden’s choices at every point, a portrait of a Commander in Chief “determined to withdraw”. A litany of military advisers counseled that the Afghan government would collapse if the U.S. removed the small complement of 2,500 troops in country. The Administration also failed to plan properly for the possible evacuation of Americans. The committee “uncovered that the size of the U.S. Embassy Kabul instead grew during the retrograde”, owing to “a dogmatic insistence” on keeping a diplomatic footprint.
DAILY SABAH (TURKEY): Defense Minister Yaşar Güler reiterated Türkiye’s support for the sovereignty and territorial integrity of Caucasus neighbors Georgia and Azerbaijan, as he attended a trilateral meeting with counterparts in Batumi on Tuesday. “During the meeting, we reiterated our strong support for the independence and territorial integrity of Azerbaijan and Georgia”, Güler told reporters after signing the tripartite agreement. "We once again reaffirmed our commitment to elevating the cooperation between our countries, which have deep historical ties and connections, to the highest level in every field,” Güler added. Stressing the importance of peace in South Caucasia, he said that Caucasia has critical importance for regional and global security due to its historical and strategic location.

The release of the shortened negative list indicates China’s firm determination to fulfill its commitment to further expand high-standard opening-up, and will contribute to a more favorable business environment and consolidate the confidence of foreign investors, said officials, experts, and executives of foreign-funded enterprises. Jointly issued by the National Development and Reform Commission and the Ministry of Commerce, the new negative list, which will take effect on Nov 1, reduces the number of restrictions from 31 to 29, achieving zero restrictions on the manufacturing sector.

THE ECONOMIC TIMES (INDIA): India is one the first counties amongst the G20 nations to fulfill Paris commitments on Green Energy, nine years ahead of the 2030 target, said Prime Minister Narendra Modi while addressing the International Conference on Green Hydrogen. Modi said that climate change is not just a matter of the future. “The impact of climate change is being felt here and now. Time for action is here and now”. The prime minister said that India is committed towards a cleaner and greener world. He added that the country had increased its non fossil fuel capacity by 300% in last 10 years. “Solar energy capacity increased over 3,000% in 10 years and we are not resting”, Modi stated.
THE MAINICHI SHIMBUN (JAPAN): McDonald’s Co. (Japan) said Tuesday that it will lift its hair color restrictions for employees, hoping to improve the working environment and attract more workers amid a labor shortage. The Japanese unit of the fast food chain previously required employees’ hair color to look “natural” but decided to revise its appearance policy to allow more diversity. The new policy, which was introduced on a trial basis at an Osaka outlet, has had a positive impact, with the store reporting a threefold increase in fresh recruits in April compared to the previous year, it said.
